Prófugo “exalcade de Juliaca realizó «cursos fantasmas»” por S/. 56 mil

Correo accedió a informe que revela apropiación económica de David Mamani Paricahua por cursos que nunca se hicieron en Municipalidad de San Román – Juliaca.

El último periodo de la gestión de las autoridades locales y regionales suele ser la más oscura. Esto quedó comprobado en la provincia de San Román – Juliaca, dónde estuvo como autoridad el exalcalde, ahora prófugo, David Mamani Paricahua.

Hasta antes del 20 de octubre del 2013 en el tercer piso de la sede de la Municipalidad Provincial de San Román, existía un ambiente, se trataba de la Oficina de Control Interno (OCI) que se encontraba en completo desorden y en donde trabajaban un grupo de funcionarios cuyo jefe era personal de confianza del exalcalde Mamani Paricahua

Cuando estalló el conflicto en pleno aniversario de Juliaca, la Contraloría General de la República, recién puso la mirada al centro de control del municipio, es así que se tomó al toro por las astas y se nombró un nuevo jefe de OCI, además se instaló una comisión auditora y se retiró al personal de confianza de “El profe”. Así se inició una nueva etapa, la investigación de más de un año y las auditorías a la cuestionada gestión tuvo resultados y salieron las verdaderas joyas de la administración encabezada por el hoy prófugo exalcalde.

Diario Correo tuvo acceso a varios de estos documentos, que obran en manos de la Procuraduría de la Municipalidad Provincial de San Román, la gran mayoría ya fue denunciada ante el Ministerio Público y algunos ya pasaron al Poder Judicial.

El informe N° 139-2012 promovido por el sub gerente de recursos humanos al entonces gerente de administración, Rubén Alemán, dio pie al plan de trabajo de un curso taller de “Fortalecimiento del Clima Organizacional”, para los trabajadores de la comuna sanromina. Luego de algunos trámites más, Hugo Ruve Sardón Quispe, entonces gerente municipal, dio el visto bueno y emitió la resolución gerencial N° 142-2012, aprobando la realización del curso que sería ejecutado por el área de Recursos Humanos de la Gerencia de Administración por un monto de S/. 28 mil, los días 27 y 28 de abril y el 1 de mayo del 2012.

Aprobado el curso, Rubén Alemán, ordenó al responsable de tesorería emitir un cheque a nombre de Edith Humpiri Cayo, secretaria de la gerencia de Desarrollo Social (y que nada tenía que ver con el área de Administración), servidora que habría cobrado el dinero para el curso en mención.

Gastos falsos. por ejemplo, se gastó s/. 18 mil 700 en el almuerzo de clausura del evento, s/. 600 en tarjetas, s/. 1 500 se pagó al manipulador de equipos, se compró materiales de escritorio, s/. 500 por seguridad y s/. 1 500 a una ponente del curso, entre otros gastos.

El informe de rendición de cuentas que se debió hacer a los tres días hábiles posteriores al evento, se hizo recién 94 días después, este fue el indicio principal que los investigadores de la Contraloría detectaron como falta.

En el informe de Edith Humpiri, que sustenta la rendición de habilitación de fondos N° 156-2012, se halló 29 folios, allí se registran las boletas de pago pero también las firmas de nada menos 524 trabajadores que asistieron al “exitoso evento”.

Cuando se consultó a los supuestos asistentes del curso, para precisar si realmente acudieron al evento, estos señalaron que no asisitieron a ninguna actividad similar, otros trabajadores ediles incluso dijeron que la firma que aparece en la lista no les corresponde, es decir fue falsificada.

Quienes ratificaron la autenticidad de sus firmas, señalaron que no fue para un curso, sino por haber recibido una tarjeta de invitación por recordarse el 1 de mayo la fiesta de la Virgen de Chapi, patrona de la Municipalidad Provincial de San Román.

Cuando se le pidió información a Edith Humpiri, ella se limitó a señalar que cumplió con efectuar los pagos por orden de su jefe, el gerente de Desarrollo Social, Edgar Mamani Luque, además añade la trabajadora que también fue este personaje quien le entregó las firmas y ella solo remitió el informe. “No es verdad que mi persona contrató y ejecutó el curso, y es más desconozco como se hizo la rendición de cuentas porque yo no participé” manifestó en la investigación, la aludida.

Los recibos por honorarios consignados en el curso fueron sometidos a un peritaje grafotécnico. El perito del poder judicial concluyó que cuatro recibos por honorario y una boleta fueron llenados por una sola persona.

Pero el 2012 no fue la única ocasión en que se simuló la realización de un curso para justificar la confraternidad festiva y religiosa. En el 2013 los funcionarios de la comuna, “realizaron”” una actividad similar. a finales de marzo mediante una carta, José Barra Macedo, gerente de servicios públicos remitió a Hugo Sardón Quispe, gerente municipal, el plan de capacitación por el día del trabajador, que en adelante sería el curso sobre “Gestión Ambiental de los Residuos Sólidos, la Salud Ocupacional y la Bioseguridad””, por un monto de s/. 28 mil.

El gerente municipal Hugo Sardón, luego de recibir diversas opiniones favorables, mediante una resolución gerencial aprobó el curso. En ese entonces se otorgó un cheque a nombre de Heyne Limache Colquehuanca, nuevo gerente de servicios públicos, para que ejecute el curso los días 29, 30 de abril y el 1 de mayo del 2013 (también por el Día del Trabajador).

La Contraloría y los auditores de la OCI determinaron que el área de capacitaciones no registra ningún curso esos días, es más ni el salón de convenciones y menos el salón consistorial, fueron habilitados para actividades parecidas. En tal sentido nuevamente la Contraloría requirió información a los supuestos asistentes del curso, pero varios de ellos solo afirmaron haber participado en la fiesta de Virgen de Chapi, patrona de los ediles.

En efecto ese día (1 de mayo), todos los trabajadores ediles, asistieron a un almuerzo y confraternidad en el local El Rey, al respecto el aludido Heyne Limachi, volvió asegurar que ellos sí ejecutaron el curso, pese a las evidencias. Otro hecho que advirtieron es que el ejecutor del curso, informó de los gastos 46 días después de la actividad.

Al encontrar estas irregularidades la Contraloría General de la República, emitió el informe N° 006-2014 por el primer caso y el informe N° 011-2014 en el segundo caso, en dónde concluyen haber encontrado responsabilidad penal y recomiendan iniciar una investigación en contra de los que resulten responsables por el presunto delito de peculado doloso, al supuestamente apropiarse indebidamente de la suma de S/. 56 mil.
